Description

Position Purpose/Summary
Responsible for assisting in the administration and management of various aspects of community outreach including strategic planning, consultation, problem solving, training, program and protocol development and implementation. Work is performed with considerable latitude for independent action in accordance with accepted departmental policies and practices, under the direction of the Community Action Bureau who reviews work through reports and conferences. Supervision may be exercised over subordinate personnel, volunteers, or interns.

Essential Functions
Collaborates with Police Department supervisors, officers, and City stakeholders to strengthen communication, trust, and provide analysis of current policies to combat crime in the community. Work is done internally and through the City’s neighborhood Beat Management monthly meetings.
Acts as a liaison for coordination between the Police Department and neighborhood services components of the community as appropriate.
Develops, recruits, trains, and supervises yearly volunteer program to support community programs/ stakeholders such as sector advisory teams, Neighborhood Council and Civic Associations, business associations, crime watches, City departments, state and federal agencies, and other interested community organizations.
Manages the Drug Den Elimination Program by providing property owners/landlords notification of drug/gun/violence occurring at their property. In collaboration with various City departments, assist owners in evictions or court proceedings.
Coordinates update and distributes the Good Neighbor Handbook online and in paper format and in several different languages.
Represents the Police Commissioner and the department on various City committees, as assigned and deemed necessary in order to further the goals of the department as it relates to Community Outreach, such as the Vicious Dog Hearing Committee, and ConnectCTY.
Practices and encourages participatory management principles in order to stimulate team work to solve problems and develop new and more effective approaches to operate.
Provides assistance within the Police Department, as assigned, to maximize organizational performances.

Knowledge, Skills, and Abilities
Ability to use initiative, tact, and judgment in carrying out special assignments requiring the organization of material, development of work methods, and dealing with the public in many diverse segments of the community.
Ability to assemble, develop, evaluate, and analyze data and public comment and to make recommendations affecting procedures based on this work.
Ability to establish and maintain effective working relationships with government officials, civic associations, businesses, and the general public.
Ability to express oneself clearly and concisely, both orally and in writing.
Ability to supervise subordinates, interns, and volunteers.
Knowledge of federal, state, and municipal guidelines and regulations involving departmental programs preferred.

Education and Experience
Bachelor’s degree preferably in Communication or Public Relations.
Minimum of three (3) years of experience in public relations or other related field.
