POSITION PURPOSE AND OBJECTIVES

The Specialist, as part of the Organizational Excellence team will play a dual role in Human Rights and Compliance. They are responsible for working with the Compliance Manager to evaluate business processes, functions, and requirements to ensure compliance with CHD’s polices, licensing requirements, and federal and and state regulations, minimize risk and address gaps through mitigation plans. Ensures alignment with applicable laws, regulations, policies and ethical standards of the organization. Activities include internal audits, and investigations of potential allegations of improper behavior. The Specialist will also serve in the role of Human Rights Coordinator for CHD. In this role they will ensure that all functions related to the protection of CHD consumers’ human rights are addressed and ensure that the design and implementation of CHD’s Human Rights program is in compliance as required by regulators, funders, accreditors, internal policies and the mission of CHD.

ESSENTIAL JOB FUNCTIONS

Human Rights- In the capacity as Human Rights Coordinator for CHD, the Specialist

Ensures that both Human Rights Committee members and Human Rights Officers are properly trained;
Leads and prepares materials for HR Committee and HRO meetings;
Communicates regularly with human rights representatives from Mass. Department of Mental Health and the Mass. Department of Developmental Disabilities as required;
Takes all necessary measures to ensure that CHD is in compliance with and monitoring of state regulations, CHD policies and all internal and external reporting as they relate to human rights functions;
Responds to both staff and persons served regarding any human rights concerns they may have.
Compliance- Supports key compliance related activities affecting the ongoing establishment and maintenance of a culture of compliance. Participates in compliance adherence, development of standard operating procedures, training and education, communication and reporting, internal monitoring, and auditing.

Performs onsite audits reviews to identify risk and best practices involved in maintaining overall compliance; assessments of the status of compliance and privacy related tasks
Prepares reports audits and related to internal tracking for incidents, internal and external facilities inspections, drills and other areas as assigned.
Tracks completion of all internal performance improvement plans related to compliance, accreditation and risk issues to completion and ensures issue closure and response deadlines are met;
Assists with training and orientation to inform the employees on compliance and risk issues;
Acts in the role of investigator as part of the CHD investigations team.

MINIMUM QUALIFICATIONS

Bachelor’s Degree in relevant field
Excellent written and oral communications (in English)
Strong ability to research and understand state human right’s laws and regulations
Experience with human rights processes preferred
Experience and commitment to working with consumers of mental health and substance abuse services
Effective problem solving skills.
Ability to effectively present information and respond to questions from all levels of internal staff as well as external entities.
Ability to conceptualize, plan, coordinate, facilitate and successfully execute and complete projects in a timely and efficient manner.
Must be able to work independently and complete work within given timeframes
Detail oriented with exceptional follow-up and organizational skills.
Must be able to manage and prioritize competing demands.
Experience in community health center or health or human services setting desirable.
